Abstract
Md. Fazlur Rahman was born on 31 October, 1961 in the village: Borojura, Upazila: Iswarganj, district: Mymensingh, Bangladesh. He is the third son of late Md. Abdur Rahim and late Meherunnesa Begum. He completed primary education from Borojura Government Primary School of Iswarganj Upazila under the district of Mymensingh. The author completed Secondary School Certificate (SSC) from Bishweswari High School of Iswarganj Upazila Under the district of Mymensingh in 1977. After that he completed Higher Secondary Certificate (HSC) from Ananda Mohan Government College, Mymensingh in the year 1979. He completed Bachelor of Science in Fisheries (Honours) and Master of Science in Fisheries (Aquaculture & Management) under the Faculty of Fisheries in Bangladesh Agricultural University, Mymensingh. He attended a Ph.D. course started from 10 December, 2006 to December, 2009 at the same University with the financial assistance of WorldFish Center, Head Quarter (HQ), Penang, Malaysia and Bangladesh and South Asia Office, Dhaka under the project Community Based Fish Culture in Irrigation Systems and Seasonal Floodplains. He started his carrier in Bangladesh Civil Service (BCS: Fisheries) as Thana Fisheries Officer under the Department of Fisheries, Bangladesh up to 2001 and serving Assistant Director in the same department to till date.
He visited Japan during 26 March to 08 July, 2001 and successfully completed and secured certificate under a training program on "Specially Offered Training Course" in "Bio-production and Environmental Management in Semi- Enclosed Seas" organized by Japan International Cooperation Agency (JICA) under the Faculty of Applied Biological Sciences, Hiroshima University, Japan. He presented country reports of Bangladesh in an International forum at Hiroshima University, Japan about "Bio-production and Environmental Management in Semi-enclosed Seas." After that he visited Australia and Thailand under the Study Tour on "Inland Aquatic Resources Development, Management and Conservation" for a period of 26 June to 09 July, 2004 under the University of Tasmania, Australia & Asian Institute of Technology (AIT), Thailand organized by Global Environment Fund (GEF) and Fourth Fisheries Project (FFP), Department of Fisheries (DoF) and also received certificate. He also visited Malaysia from 14 March to 09 May, 2009 under this Ph.D. program for data analysis, literature collection and scientific paper writing at WorldFish Center, HQ, Penang, Malaysia and Putra University, Kulalampur, Malaysia organized by WorldFish Center, HQ, Penang, Malaysia.
He has seven publications in national and international journals. He worked successfully in different positions (Upazila Fisheries Officer, Project Officer, Deputy Assistant Director, Senior Upazila Fisheries Officer and Assistant Director) of both field offices and Head Quarter under the Department of Fisheries, Bangladesh. He presented several research papers in different conference, seminars and workshops in Bangladesh. He received so many in country trainings in Fisheries related fields. Besides this he successfully completed "Foundation Training" and "Project Planning and Management Training" organized by the Government of Bangladesh.
